With the rapid development of industry in our country and the changing needs of human life, the production and reserves of mineral resources will meet bottlenecks. Especially the excessive mining of coal resources, making the coal resources nearly have been severely disrupted. With the characteristics of non-recycle, and high reserves, low efficiency, excessive exploitation, all of which determines the importance of the discuss about compensation system of exploitation and utilization. This thesis based on the analysis of mineral resources ecological compensation and introduced three kinds of foreign ecological compensation model. Points out the problems in ecological compensation system.seeking truth from facts, putting forward how to construct the Chinese characteristic "economic, ecological, fairness and efficiency" mineral resources ecological compensation system.There are four parts in this thesis:In the first part, basis theory for ecological compensation is discussed. And depletion theory, resources, ecological environment mechanism theory, externality theory, the ecological damage caused by the compensation are emphasizing introduced. Through organizing the three kinds of typical pattern overseas, finding the way which adapting to Chinese characteristics. provide suggestions for coal resources development and compensation system in Shanxi Province. In the second part, reviewing the development of coal resources development ecological compensation system in China, based in Shanxi’s present situation, pointing out the problems of the Shanxi coal resources development and utilization in the ecological compensation system. After analyzing the causes of these problems, expounding the necessity of establishment of ecological compensation mechanism.The third part, as foreign experience as a reference, based on the ecological compensation mechanism of our country. Building triple levels of frame including enterprise, government and society as the subjects of compensation. putting forward the improvement of the ecological compensation legal system, guarantee of ecological compensation mechanism stable and efficient.The last part talks about the ecological compensation system in microscopic way. Including the price of the mineral resources system, property rights system and the reform of taxes and fees system. From the macro way, discerning extension of ecological compensation system, making improving from three parts:the "government input mechanism","coordination mechanism" and "supervision". And finally constructs the management mechanism,supervision mechanism, diversifying compensation mechanism of coal resource.
