Evaluation And Analysis Of Marine Ecological Red Line Management And Control In Zhejiang Province Based On PSR

Zhejiang,as a coastal economic province,has brought huge carrying capacity to the natural ecological environment due to the rapid growth of population and the rapid development of industry and science and technology.Under the background of increasingly serious environmental pollution,the sustainable development strategy,as a basic national policy of China,has been implemented.Zhejiang Province has also begun to invest a lot of work in environmental protection,especially in the management and control of marine ecological red line,which has been the top priority of environmental protection in Zhejiang Province.While a series of achievements have been made,there are still some problems.At the same time,Zhejiang Province presents the contradiction of more people and less land,but also faces the vast sea territory,which is pregnant with rich animal protein.Vigorously developing marine fishing industry and mariculture industry can not only alleviate the contradiction between human and land,according to the data published in the statistical bulletin of Zhejiang Province from 2014 to 2019,the proportion of marine economy in GDP of Zhejiang Province is becoming more and more important.On the one hand,it is reflected in the increasingly developed marine fishery,on the other hand,it is reflected in the rapid rise of the tertiary industry brought by the ocean,including the rise and development of tourism and related industries,the growing development of transportation industry,financial industry,but also realize the optimal allocation of resources,and has a positive role in promoting the socialist modernization construction of China.After introducing the concepts of ecological red line area and management and control,this paper takes the marine ecological red line management and control system of Zhejiang Province as an example,uses PSR model,pressure,status and corresponding three aspects to investigate the current policy of marine ecological red line management and control in Zhejiang Province,and collects the relevant data of the research areas(Ningbo,Wenzhou,Taizhou and Zhoushan)Through the construction of Zhejiang Marine Ecological red line management and control evaluation system to adapt to the development of the new economic situation,the related work of Zhejiang Province marine ecological red line area is evaluated and analyzed,and the following conclusions are drawn:(1)the overall situation of marine ecological red line management and control in Zhejiang Province is constantly improving,among which the stability of pressure status is poor.(2)The stress index scores of the four coastal areas in Zhejiang Province are ranked from low to high as Wenzhou,Taizhou,Ningbo and Zhoushan,and the stress state mainly comes from Wenzhou.(3)From high to low,the scores of state indicators in the four coastal areas of Zhejiang are Taizhou,Wenzhou,Ningbo and Zhoushan.(4)The response index scores of the four coastal areas in Zhejiang ranked from high to low: Wenzhou,Taizhou,Zhoushan and Ningbo.Then,based on the evaluation results,the optimization scheme of marine ecological red line area in Zhejiang Province is set,and finally the implementation security scheme is planned according to the optimization scheme.At the same time,according to the above evaluation results,the improvement planning of Zhejiang Province marine ecological red line management and control in the future work is carried out,and the guarantee suggestions for ensuring the implementation of the plan are put forward: first,we must pay attention to personnel training;second,improve the public participation mechanism;third,build ecological red line Fourth,establish a reasonable performance evaluation and feedback system.In order to bring some thinking for Zhejiang Province's marine ecological red line management and control work,and also provide some reference for provinces and cities which are also facing the pressure of marine environment,so as to ensure the further implementation of China's environmental protection work and provide some help for the realization of sustainable development strategy.
