Study On Management Of Sea Area Use In Marine Nature Reserve Of Guangdong Province

At present,domestic and foreign scholars have established a comparatively perfect and systematic theory about the marine natural reserves and the management of the sea area usage.From the perspectives of Law and regulation system,marine management system and the status,they had a deep study on the issues of the marine natural reserves and the management of the sea area usage.However,they paid little attention to the problems of using and managing the marine natural reserves,which delayed the development of the whole research.Many scholars from the protection and management of the Marine natural reserves to start their research.What’s more,their emphases were put on the protection of species and the restoration of the Marine environment,thus seldom concerned the specific problems of the usage in marine natural reserves,which leaded to the lack of specific analysis of the corresponding cases.This article has defined the usage and management in Marine natural reserves and has organized the relevant theories about it.Based on that,this article had a general introduction about the usage of Marine natural reserves in Guangdong province and selected some typical management cases of the Marine usage to analyze the status and the management measures in different reserves.It also summarized the problems existing in the marine natural reserves usage in Guangdong province and the obstacles in the process of scientific management.Besides,the article generalized the experience and methods of managing and using marine reserves in United States,Australia as well as Hebei and Zhejiang province,which can provide some experience of using and managing marine reserves in Guangdong province.There are six parts in this article:The first part is introduction which sumarized the purpose and significance of this article and concluded the research both in domestic and abroad.This part also defined the lines and methods of the article,and analyzed the innovations as well as deficiencies that existed in the article.The second part constructed the conception of the usage and management in Marine natural reserves: by summarizing the relevant researches done by domestic and foreign scholars,the article has defined the usage and management in Marine natural reserves,which provided the theoretical basis for the research.The third part is the analysis of the status and typicalness of marine natural reserves in Guangdong province: by studying the development and basic situation of Guangdong marine natural reserves,the article summarized the status of the usage in marine reserves.From marine ecosystem,marine biological species and marine natural landscape,It selected cases to analyze the status of marine usage and management.The fourth part is about the problems and obstacles existing in the usage and management of Guangdong Marine natural reserves: from specific to general,the research analyzed the problems of protection and rational utilization in Guangdong marine nature reserves.Combined with the process of management in the marine natural reserves,from three angles of consciousness,law and management system,the article discussed the obstacles faced at this stage.The fifth part is the typical measures research of usage and management in domestic and foreign Marine natural reserves : the article generalized the management and use measures of national marine natural reserves in United States,Australia as well as Hebei and Zhejiang province to excavate unique and innovative managing experience,which can provide important reference and illumination for the usage and management of Guangdong marine natural reserves.The sixth part discussed the countermeasures to the usage and management of Marine natural reserves in Guangdong province: this article summarized the theory and practice,besides,it also analyzed the status of the usage and management of marine natural reserves.Based on that,the article discussed the feasible countermeasures to realize the scientific and effective management in marine natural reserves from the angles of legal system,management system,fund input,the ownership planning and so on.
