With the rise and development of global ocean governance,more and more international actors participate in global ocean governance,and global ocean governance presents a multi-agent diversification trend.As an important participant in global ocean governance,NGOs' role and effectiveness cannot be ignored.As the world's most influential non-governmental organization,WWF has a certain degree of participation in the process of global ocean governance.WWF mainly conducts marine governance through cooperation among multiple subjects.The multiple governance subjects mainly include sovereign states,other international organizations and multinational companies.WWF has also adopted a diversified and multi-channel approach,mainly through publicity,advocacy,and publication of research reports,as well as the formulation of standards related to the marine industry,to achieve its goal of marine governance.In addition,WWF promotes the achievement of marine governance goals through diversified and multi-channel methods,including advocacy initiatives,publication of research reports,and formulation of relevant marine industry standards.In the specific case of ocean governance,through the exploration of WWF marine governance in the Arctic region,it is found that WWF also has certain limitations in the governance of the Arctic,mainly manifested in limited influence and weak supervision ability And the demands of the cooperation subjects are different.As a non-governmental organization,WWF 's participation in global ocean governance practice reflects the general role of non-governmental organizations in global ocean governance,mainly manifested in the role of NGOs in global ocean governance as an initiator and agenda setting And the multiple roles of norms and idea spreaders,and at the same time,NGOs play a complementary role in global ocean governance.
