The Research On Anticipatory Governance Of Emerging Technologies

Risk governance of emerging technologies is an important topic in current STS research field.Anticipatory governance is a kind of technical risk governance theory prevailing in European countries and American in recent years.The basic connotation of anticipatory governance is to embed prospectively ethical and pre-value perspectives into the risk governance of emerging technologies filled with uncertainties by implementing real-time technology assessment.In practice,anticipatory governance aims to establish three social capacities,including foresight,engagement and integration.The main concern is to analyze how to reduce the uncertainty of technological forecasting,to ensure the democracy of public participation in science and to integrate different views of stakeholders.As a result,the accordance between scientific and technological innovation and its social value will be facilitated,which helps for the construction of scientific and technological decision-making community.This dissertation aims to explore the main connotation,basic process,governance mechanism and practical feasibility of anticipatory governance,thus theoretically enriching the theory of technical risk governance,and facilitating the research on interdisciplinary,which will help promote the governance of emerging technologies and public participation in science and technology.The dissertation mainly uses the qualitative research methods.Specifically,it applies literature research to trace the origin and development of anticipatory governance.On that basis,it defines several related conceptions and explains the theoretical basis of the anticipatory governance.Through comparative study,this dissertation also analyzes the similarities and differences between the anticipatory governance and the similar concepts or theories.Then it extracts several elements of understanding of the anticipatory governance and summarizes the main connotation of the anticipatory governance.Holding the principle of integrating theory with practice,this dissertation analyses the basic process of anticipatory governance combined with related governance practices.The regulatory mechanism for technical risk on the basis of anticipatory governance is divided into two sub-mechanisms,namely the technical risks foresight mechanism and the mechanism of democratic engagement participation and consultation.Finally,through a case study on gene editing technology,the practical feasibility of anticipatory governance is demonstrated.
