Innovation is the first driving force of economic development,which plays an important role in promoting sustainable economic growth.The report of the 17 th National Congress of the Communist Party of China put forward the idea of "taking the road of independent innovation with Chinese characteristics" and raised it to the national basic strategic position,which fully explained the important role of independent innovation in the development of socialism with Chinese characteristics.In recent years,the growth rate of regional economic development in the three eastern provinces is lower than the national average level,and the economic development is still dominated by resource consumption.To break the current development dilemma,it is necessary to take innovation as a breakthrough point,improve its own innovation ability,and provide inexhaustible motive force for economic development.Therefore,it is of great significance to study the spatial spillover effect of innovation ability based on the data of prefecture-level cities in the three eastern provinces.In this paper,36 prefecture-level cities in the three eastern provinces from 2010 to2019 are taken as research objects,and the influencing factors of innovation ability and its spatial spillover effect are studied.The main research contents of this paper are as follows: Firstly,the innovation output,R&D investment intensity and the distribution status of R&D personnel in the three eastern provinces are clearly defined;Secondly,the ordinary panel model and Spatial Durbin model are used to analyze the influencing factors of innovation ability and the spatial spillover effect of innovation in prefecture-level cities;Thirdly,the threshold value of R&D personnel's role in innovation ability is obtained by threshold regression,and the cities lacking human resources are obtained according to the threshold value.The results show that:(1)The capital cities of the three provinces have strong innovation ability,and there is a certain gap between the proportion of invention patents and Beijing-Tianjin-Hebei region.In the past 10 years,the R&D investment intensity of the three provinces is lower than the national average level,which has a large development space;(2)The ordinary panel model without considering the spatial factors overestimates the influence of each factor to a certain extent.The spatial Dobbin model shows that there is a positive and significant spatial agglomeration effect on the innovation ability of the three provinces,and the direct and indirect effects of R&D investment intensity are positive,which can promote the overall innovation ability of the region;R&D personnel,financial development level and economic development level can promote the local development,and inhibit the innovation ability of neighboring regions;The level of opening to the outside world have a certain inhibitory effect on the innovation ability of local and adjacent regions;(3)R&D personnel have double threshold effect,which can promote innovation ability continuously and significantly.The threshold values are 1560.56 and 8690.62 respectively.If the second threshold is exceeded in 2019,it will be the provincial capital cities;(4)In view of the above results,the corresponding countermeasures and suggestions are put forward: increasing R&D expenditure;Training high quality R&D personnel;Rational opening to the outside world;Improve the level of urbanization;Create an innovative atmosphere.
