Innovation is the primary element of the development concept and leads the economic development of the country and the region.The industry-university-research innovation system is the source of innovation ability: universities cultivate talents,R&D institutions develop new technologies,and enterprises create new products.Innovation development not only increases investment,but more importantly,inproves innovation productivity,and the uneven distribution of innovation productivity is mainly reflected in the obvious gap between the eastern and western regions.There is very little research on the productivity evaluation of the industry-university-research innovation system.This paper tries to make up for this vacancy and conduct in-depth research to raise the analysis of the difference in innovation productivity to the spatial perspective and analyze it by means of spatial econometrics.This paper constructs a complete index system based on the innovation activities of the three major innovation entities of universities,R&D institutions and industrial enterprises,and evaluates the interprovincial technological innovation productivity of the three major innovation subject for thirty-one provinces,municipalities and autonomous regions in China from 1998 to 2016 by adopting the DEA-Malmquist index method;and the spatial autocorrelation of the interprovincial technological innovation productivity is judged by the spatial autocorrelation test and the spatial panel model is used to analyze the factors influencing the spatial difference of technological innovation productivity(from the six aspects of scientific and technological personnel scale,government support,economic development level,education development level,opening degree and urbanization level).The results of technological innovation productivity show that nearly half of the sample areas in universities and R&D institutions have experienced a decline in recent years,industrial enterprises are significantly better than universities and R&D institutions,and the regional differences in technological innovation productivity are obvious,mainly between the eastern and midwest regions.With the help of the global spatial autocorrelation test,we can found that most of the indicators showed significant spatial positive correlation and spatial negative correlation;and the results of local spatialautocorrelation test show that there is a significant gap between the main core areas and the backward areas of innovation development and the current situation of the imbalance of industry-university-research innovation system is difficult to improve.The results of the impact factor analysis by using of spatial panel model show that there are significant spatial spillover effects of the technological innovation productivity of the three major innovation entities in China.Finally,combined with the distribution of spatial differences and the analysis of influencing factors,the countermeasures and suggestions for promoting the productivity of China's interprovincial technological innovation are proposed.
