Research On The Holistic Management Of The Marine Oil Spill In Daya Bay

Marine ecological protection is an important part of building a maritime power.Daya Bay is an important sea area in the South my country Sea,where coastal industry,marine shipping,fishery fishing,and offshore oil and gas exploration and development are well developed,and the risk of offshore oil spills is high and the consequences are serious.At the same time,Daya Bay’s current marine oil spill emergency management system has a certain degree of "fragmentation" management in terms of legal system,organizational system,and governance mechanism.Due to the holistic nature of the ocean,in the field of marine oil spill emergency management,we cannot consider the impact of certain factors on the marine ecological environment alone,nor should we adopt the decentralized governance model,but from the perspective of holistic governance,analyze and study how to improve governance effects and efficiency.This study takes the holistic management of marine oil spill in the Daya Bay as the research object,and uses relevant theories such as Emergency Management,New Public Management,and Holistic Governance analyze and comb the overall governance status of the Daya Bay marine oil spill incident,and find out The main issues in the governance of the legal system,the organizational system and the governance mechanism,and makes an analysis of the causes.At the same time,it draws on the useful experience of the developed countries and some domestic cities in the construction of the marine oil spill emergency management system.Based on the theoretical analysis and the actual situation in Daya Bay,this study finally derives a number of specific countermeasures to strengthen the holistic management of the Daya Bay marine oil spill,so as to provide a path reference to improving the construction of the Daya Bay marine oil spill management system and improving emergency management capabilities,effects and efficiency.Key measures include:Sort out and improve the content of current laws and regulations,establish and improve the information notification system,and adjust the emergency management organization structure from the legal system;Further integrate relevant emergency management responsibilities,clarify the power and responsibility boundaries between the central governments and local governments,and introduce social forces to participate in emergency management;Improve coordination and communication mechanisms,advocate the establishment of inter-regional cooperation and mutual assistance linkage mechanisms,plan and build an integrated and shared emergency information system;Integrate the existing marine oil spill emergency plan system,continuously improve the operability of the plan,and strengthen emergency drills to enhance the actual emergency response capabilities etc.
