China attaches great importance to the development of the marine economy,and also attaches great importance to the protection of the marine environment,especially the marine oil spill response work.At present,China's marine oil spill emergency management system has yet to be improved.The oil spill monitoring technology has not yet formed a joint force.The emergency response decision-making command system is relatively backward,and there is still a certain gap with the emergency response work mechanism.In view of the problems in the emergency response of marine oil spills,on the basis of traditional manual monitoring,using the advanced methods such as Internet of Things technology,computer technology and GIS technology,the functional requirements and performance requirements of the oil spill emergency equipment intelligent management system are analyzed and constructed.System network architecture and logical architecture,building seven functional modules: equipment acquisition,equipment management,maintenance management,equipment retirement management,emergency operations management,statistical report analysis and system information management.The ant colony algorithm is used in the background of the system to optimize the required emergency equipment and calculate the shortest path for the emergency equipment to reach the oil spill point.Call Baidu Maps to navigate the distance between the oil spill emergency equipment and the oil spill point,calculate the estimated arrival time,and display the emergency equipment mobilization to the oil spill point in real time.The unit information maintenance,user information maintenance,equipment information maintenance,log information management,statistical report,abnormal event alarm,emergency equipment scheduling optimization and travel navigation service functions of the oil spill emergency equipment intelligent management system are realized.The function test and performance test of the system show that the system functions normally and the operation is stable,which meets the needs of design and development to achieve the expected goals.The intelligent management system for oil spill emergency equipment has made the following innovative work:(1)Emergency equipment scheduling optimization based on ant colony algorithm.Using the ant colony algorithm,taking the parallel calculation method,setting themaximum number of iterations,calculating the shortest path of the emergency equipment meeting the emergency response requirements,and scheduling and optimizing the required emergency equipment to achieve rapid response and avoid emergency Waste of equipment resources.(2)Navigation based on visualization of emergency equipment.Initialize Baidu Maps centered on the Weihai area,identify the location distribution information of the emergency equipment library,call the directions Service.route function through the “on Change Handler” event,navigate the route of the mobilized emergency equipment,and estimate the estimated arrival time.Real-time display of the emergency equipment mobilization to the oil spill point,providing timely and effective information for the oil spill emergency response command.The oil spill emergency equipment intelligent management system has improved the management level and capability of the oil spill emergency equipment,which has been fully affirmed by users.
