A Study On The Measurement Of High Quality Development Level Of National Central City Economy

China's economic development has entered a new stage and new era of high-quality development,and its development characteristics have begun to change from quantitative to quality.and the environment in the past high input,high consumption and low efficiency has caused the deterioration of the environment and the imbalance of the economic structure.The problems such as the insufficient development of power still restrict the development of the economy,and the high-quality development of the economy is to solve the problems such as the insufficient power of the economic development,the lack of the sustained stability and the strong openness of the openness.Promoting high quality development is not only the inevitable requirement to meet the needs of people's better life,but also the inevitable requirement to maintain the sustained and healthy development of economy.The city is the main battlefield of economic development.The national central city is not only the highest representative of a country's urban economic development level,but also plays a strong leading role in the national economic development.It is an important bridge and gateway to communicate foreign resources,and represents the country to participate in international cooperation and competition,so that the country can occupy a place in the economic globalization.Therefore,building a set of evaluation index system of high-quality economic development of national central cities is of great strategic significance to accelerate the economic transformation and development of national central cities,improve the level of national high-quality economic development,and enhance the international status of cities and countries.This paper systematically sorts out the relevant literature of the national central city and high-quality development,grasps the connotation,status quo,and existing problems of the high-quality development of the national central city economy,and discusses and builds an evaluation index system for the high-quality development of the national central city economy.Based on the panel data of national central cities in 2008-2017,this paper uses the entropy weight TOPSIS method to conduct empirical research.The results show that:(1)Subsystem level.From the time dimension,the green development level is the best,followed by the coordinated development level,followed by the shared development and innovation development level,and the open development level is the worst.From the perspective of spatial dimension,the innovation and development level of Beijing,Shanghai and Guangzhou is better;the coordinated development level of Chengdu,Shanghai and Guangzhou is stronger;the green development level of Beijing,Guangzhou,Chengdu and Xi'an is better;the opening development level of Beijing,Chengdu and Xi'an is higher;the sharing development level of Beijing,Shanghai and Guangzhou is better.(2)Comprehensive level.From the perspective of time dimension,the high-quality economic development level of national central cities in 2008-2017 is relatively low,and the comprehensive level score is between 0.4781-0.5158,with an average of 0.4940,showing a trend of first rising and then declining.From the perspective of spatial dimension,it is generally characterized by "high in the East,low in the middle and west".On the basis of this study,the paper puts forward policy suggestions to promote the high-quality economic development of national central cities.
