As a strategic commanding point for future economic development,high-tech industries play a decisive role in technological progress,industrial development and resource utilization in various countries and regions.In recent years,the government has strengthened investment in high-tech industries according to innovation-driven strategies and built high-tech industrial parks with the aim of improving the efficiency of technological innovation and accelerating economic transformation and development.However,given China's limited resources for innovation,there is a certain imbalance in the allocation of high-tech industrial resources in various regions,especially in developing regions,such as central and western regions,having uneven development of regional high-tech industry.Facing with such a phenomenon,this paper choose to use the central and western regions as the research object,and use Data Envelopment Analysis to analyze the efficiency of high-tech industries,find out the problems and differences in the industrial development of the central and western regions,and propose specific methods to improve industrial efficiency.In order to solve above problems,conduct the following study.Firstly,this paper analyzes the current situation of China's high-tech industry,and finds that the main problem China face at this stage is the obvious difference in regional input and industry scale,and the geographical concentration of resources is too high.Secondly,in order to effectively analyze the efficiency of high-tech industries in the central and western regions,this paper proposes a new DEA model,boundary modified super-efficiency DEA model.The classical DEA model gives less information to the effective unit.Sometimes the existence of the abnormal point will cause the inaccurate efficiency evaluation,and the projection improved value deviates from the actual situation.However,the super-efficiency DEA model has the disadvantages that the evaluation criteria are not uniform and the production frontier does not have the meaning and background of the production function.The new DEA model can not only enhance the degree of distinction between the effective unit evaluated by classical DEA model,but also enhance the feasibility of the projection,and also overcome the super-efficient DEA model's weakness of lacking economic meaning in the production frontier.After that,this paper establishes the index system of high-tech industry to evaluate efficiency,and applies the new model to analyze the efficiency of high-tech industry in central and western China during 2010-2016,and calculates the projection improvement value of each input-output index.Finally,the influencing factors of the high-tech industry efficiency in the central and western regions are further studied by the Tobit function analysis method.The conclusion of the study shows that after the efficiency analysis,the efficiency of high-tech industries in the central and western regions has been increasing year by year since 2012,but the efficiency of most provinces and cities has not yet been effective;through the comparative analysis of efficiency,it can be seen that the efficiency of high-tech industries in most provinces and cities located in central region is higher than that in the western region;and the efficiency of each province and city using the revised model has improved compared with the efficiency evaluated by the classic DEA model.Through projection analysis,it can be seen that staff redundancy and funding redundancy are common problems in most parts of these areas.Therefore,these areas need to appropriately reduce funding and personnel input to improve resource utilization,and increase the number of effective patent inventions,the turnover of technology market,and the sales revenue of new products in order to improve regional high-tech industry efficiency.Through Tobit analysis,we can see that human capital,capital investment,technological progress,social and economic development level have a significant positive impact on the efficiency of high-tech industries.Market factors and government factors have not significantly promoted the efficiency of high-tech industries.
