In the past 40 years of reform and opening up,China's economy has developed rapidly, but in the past 10 years, the GDP growth rate has been on the decline.Among them, the low efficiency of allocation of production factors is a long-term structural problem faced by China's economic growth, and due to the natural difference of factor resource endowment between different regions, the problem is more prominent. With the great change of the age structure of the population in China, the number of the ageappropriate labor force faces the double threats of "aging" and "low birth rate",which further impacts the original factor allocation. Therefore,in order to achieve high-quality and efficient economic growth in China,we need to constantly improve the efficiency of allocation between production factors, the core of which is to rely on technological progress and innovation. In recent years,China's technology level has been greatly improved, especially in the Internet, artificial intelligence and other fields, creating a huge productivity, greatly improving production efficiency.Based on this, the main focus of this article is: first, how to optimize the allocation of labor and capital through technological progress;second, how to further realize the intermediary effect of economic growth through improving the efficiency of factor allocation;third, what are the differences of the intermediary effect among different regions in China. In order to answer the above questions,on the one hand, through the study of relevant literature and theories, this paper constructs the theoretical mechanism framework of "technological progress-labor,capital allocation efficiency-economic growth";on the other hand,it uses DEA Malmquist index method is used to estimate the efficiency of labor and capital allocation in China. Finally, the intermediary effect model is used to verify the intermediary effect of "technological progress-labor and capital allocation efficiency-economic growth" and to compare and analyze different regions. It is found that in the overall situation of the whole country, the intermediary effect of technological progress is 39.7% through improving the allocation of labor and capital to promote economic growth. In terms of different regions, the intermediary effect in the eastern region is positive, but not significant, while in the central and western regions it is relatively significant, accounting for 14.1% and 60.2% of the total effect, respectively. The intermediary effect of "technological progress-labor,capital allocation efficiency-economic growth" in China is increasing from east to west. This paper holds that: first, improving the allocation efficiency between the limited production factors is an important intermediary link to achieve high-quality economic growth, while technological progress is a significant driving force to improve the allocation efficiency among the factors and then realize economic growth;second, there are large differences in the allocation of factors among regions in China,so as to expand the spillover of technology and related investment into the central and western regions or become a promotion place An important means of balanced development between domains.
