In 2013,President Xi Jinping put forward the strategic concept of "Silk Road Economic Belt".Its proposal not only injects vitality into the actual needs of the western development and opening up,but also strengthens the mutual exchange between China and the countries along the line in terms of infrastructure construction,energy exploitation and development,technical cooperation and innovation,foreign trade exchanges,etc.[1].If the economic development of our country wants to change from the quantity growth to the quality promotion,we must speed up the transformation from the factor driven development to the innovation driven development,make full use of the support and leading role of the scientific and technological innovation in the economic development process,and take the scientific and technological innovation as an important driving force to realize the high-quality economic development of our country.Based on the results of the comprehensive evaluation and measurement of the quality of economic development,this paper introduces the intermediary variable of scientific and technological innovation ability,and analyzes quantitatively the impact of R&D(Research and development)investment in 9 provinces along the Silk Road Economic Belt on the quality of economic development through partial linear panel data model.First of all,guided by the goal of high-quality economic development,through the establishment of a comprehensive evaluation of the quality of economic development index system,this paper uses dynamic factor analysis to measure the quality of economic development of nine provinces along the Silk Road Economic Belt.Then,based on the data of 9 provinces along the Silk Road Economic Belt in recent 5 years,from the perspective of quantitative change to qualitative change,this paper introduces the intermediary effect model which takes technological innovation ability as the intermediary variable,and verifies the effectiveness and feasibility of using the intermediary effect model through relevant calculation.Then,the results of intermediary effect model analysis are integrated into the estimation of partial linear panel data model(semi parametric model),and the impact mechanism of R&D investment on the quality of economic development in 9 provinces along the Silk Road Economic Belt is obtained.Finally,through the conclusion of empirical research,the advantages and disadvantages of scientific and technological innovation in the process of pursuing high-quality economic development of 9 provinces and cities along the Silk Road Economic Belt are clarified.Starting from the objective of reasonable allocation of R&D funds to improve the ability of scientific and technological innovation and further promote high-quality economic development,the paper proposes the phase for scientific and technological innovation and economic development of 9 provinces and cities along the Silk Road Economic Belt Suggestions on relevant policies.The research shows that: Chongqing's static score(comprehensive score)of economic development quality is in the leading position,followed by Shaanxi,Sichuan,Guangxi,Yunnan,Ningxia,Gansu and Xinjiang,while Qinghai is at the bottom;from the dynamic point of view,the economic quality score of most regions shows an overall upward trend in 2013-2017,and there is a downward trend in some regions.It is feasible to use scientific and technological innovation ability as the intermediary variable between R & D investment and economic development quality,which has significant intermediary effect.Finally,using the partial linear panel data model to quantify the impact mechanism of R & D investment on the quality of economic development,we can get that the estimation results of the partial linear panel data model have higher accuracy and smaller error.
