It is the in-depth practice of Xi Jinping's thought on ecological civilization in the Yangtze river economic belt that "we should focus on major protection and not major development".The 19 th national congress of the communist party of China pointed out that China's economy has shifted from the stage of rapid growth to the stage of high-quality development,and high-quality development has become the basic feature of the new era.In the new era,accurately measuring the coordination level of resources,environmental protection and economic development is conducive to the realization of high-quality development of regional resources environment economy(REE)system.This paper takes Fuzhou City,one of the city clusters in the middle reaches of the Yangtze river,as the research area,selects basic data of REE system from 2009 to 2018,adopts entropy weight method,linear weighting method,coupling coordination degree model,coefficient of variation,logistic model and other methods to study the coupling and coordinated development of REE system,the REE system development strategy of Fuzhou city is compared.The following research conclusions are drawn in this paper:(1)From 2009 to 2018,The development level of resources and environmental subsystems in most regions of Fuzhou shows an overall downward trend;The development level of the economic subsystem shows a significant rising trend,and the development level is extremely high.The comprehensive development index of REE system,the coupling degree of REE system and the coupling and coordination degree of REE system all show an overall rising trend.(2)From 2009 to 2018,the development level of resources,environment subsystem and REE system in Fuzhou City is high and low.The development level of environment subsystem has certain influence on the spatial pattern of the development level of REE system.The development level of resource subsystem has certain influence on the formation of the spatial distribution pattern of the coupling degree of the city's REE system The formation of the spatial pattern of the coupling coordination degree of the REE system changes from the influence of the development level of the environmental subsystem to the influence of the development level of the resource subsystem at the end of the study period(3)From 2009 to 2018,The regional differences in the development levels of resource subsystem and environment subsystem tend to expand,while the regional differences in the development levels of economic system,REE system and REE system coupling degree and coupling coordination degree tend to narrow.The development level of economic subsystem from 2009 to 2012 is the main "short board" that restricts the coupling coordination degree of REE system in Fuzhou.The development level of resource subsystem from 2013 to 2018 is the main "short board" that restricts the coupling coordination degree of REE system in Fuzhou,and the development level of environmental subsystem is the secondary "short board".(4)The coupling coordination degree in the "REE system coordination" development scenario of Fuzhou from 2019 to 2023 is higher than that in the "great protection" development strategy scenario.In the "grand protection" development strategy scenario,the coupling coordination degree of resources and environment under the common priority mode is greater than that under the single subsystem priority mode.Therefore,each region of Fuzhou City should choose the development scenario of "REE system coordination" in the future mid-to-short-term REE system development strategy deployment to improve the coupling coordination degree.
