The report of the 19th National Congress of the Communist Party of China clearly stated that the performance management should be fully implemented,and the government performance assessment is the most effective governance tool to improve and improve government performance management.Providing efficient and high-quality services to the entire society and all citizens is the main purpose of modern government.The goal is to improve government performance,establish a scientific assessment index system,and achieve scientific assessment is the key to Chinese government reform.With the transition of our government to a service-oriented and efficient government,some local governments have begun the practice of government performance evaluation.Although the performance evaluation of local governments is constantly innovating,although some results have been achieved,many of them have also been exposed.The problem of government performance assessment has become a very important practical issue,and scientific performance assessment is particularly prominent.Since the S Municipal Natural Resources Bureau officially implemented performance management in 2015,it has initially formed a set of performance assessment systems that are in line with the actual conditions of local land and resources.This article uses the S Municipal Natural Resources Bureau as the research object of this public sector.Analyze the current situation and shortcomings of the performance assessment of the Natural Resources Bureau,point out the problems existing in the current performance assessment,and make in-depth exploration of the problems,and put forward the recommendations for the optimization of the performance assessment and the introduction of key performance indicators of the Natural Resources Bureau of the S city.The key performance indicator method has the advantages of clear standards and easy evaluation.The performance indicator just selects some key indicators,establishes a clear and practical KPI system,and has become an improvement measure for the performance management of the Natural Resources Bureau of the city of S.The implementation of KPI's performance evaluation has realized the integration of performance communication mechanism,information collection mechanism,feedback and evaluation mechanism.At the end of the paper,the inspiration of performance evaluation of S City Natural Resources Bureau is given,which highlights the incentive role of performance evaluation and strengthened The process of performance appraisal has improved the binding force of performance management and established an index system with more guidance value.
