After implementing the “Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform” on the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,China's geological exploration units are facing many changes in policy,industry and restructuring of public institutions.Since the central authorities put forward the reform of public institutions in 2011,so far,institutions have been basically ready to clean up the normative work,classification reform began to gradually enter into the implementation phase.The State Council formally identified the relationship between the institutions and workers as "contractual relationship" on 1stIn this paper,the Q Mine Survey Institute was selected as a representative for the geological exploration institutions to develop a set of industry-specific July,2014,which makes the performance appraisal in the geological exploration industry become increasingly important.The performance pay is an important tool for the promotion of enterprise units to promote the reform of institutions and institutions wage system.How to scientifically develop a set of performance appraisal program in line with the characteristics of the industry,so that the potential of workers can be fully developed and how to properly and effectively carry out performance appraisal to improve staff performance has become the unit's primary problem.This paper first elaborated the research background,purpose and significance and then find out the theoretical basis from the domestic and international research status.Combined with the basic situation of Q mine survey institute,human resources situation,the current performance appraisal system and the questionnaire of interviews,the existing performance appraisal system problems and the causes of the problem have been analyzed.The paper puts forward the performance evaluation scheme of Q-mine survey institute by means of key performance index method,balanced scorecard and all-round assessment system.Finally,the insurance policy for the implementation of performance appraisal scheme has been proposed.performance appraisal system to ensure that it can be objective and impartial implementation of the performance appraisal to enhance the core competitiveness of geological institutions.
