Land as the material basis of human and country,The importance of the management departments of land and resources is clear,it is a hot topic of many scholars and public of how to do the Internal reform and introducing advanced management methods,In this paper,The author take a example of Ningde city bureau of land and resources,analyzes the status and existing problems of performance management,and introduce the balanced scorecard tool,building a specifically for the administrative organs of the balanced scorecard systemperformance management system,in this paper,the main content is as follows.First of all,Analyze the research about government performance and the balanced scorecard on current international,make a summary about the nature of the balanced scorecard,according to the inspection,the author found that the current domestic experts and scholars mainly focused on the macro level and performance management of the central departments,and about grass-roots government performance management research is relatively scarce,is not specific to the municipal land and resources administration organ for a study of the balanced scorecard.Second,analyzed the local government department about the performance of the reform of theoretical exploration and practical exploration,elaborates systematically the internal conjunction between sex,actually for the introduction of the balanced scorecard to the significance and practice analysis.Third,through the above theoretical basis,the introduction of the balanced scorecard of Ningde city bureau of land and resources for the design,the authority unit in the performance management system of layered four aspects,namely the public dimension,performance dimension dimension,dimension of the internal management,learning and development,and set up four levels of strategic target,and then according to the specific job functions of Ningde city bureau of land and resources,refining the dimension index content and quantify,eventually formed the Ningde city bureau of land and resources of the balanced scorecard system.Fourth,summarize the contents of this article and put forward some shortcomings.
