Research On The Impact Of China's Environmental Finance And Taxation Policy On The Green Development Of Resource-based Industry

In recent years,China's economy has developed rapidly,but the problem of environmental pollution has become increasingly severe.With the gradual deterioration of resources and environmental issues,the low-carbon economy and the green economy have received more and more attention.As a basic industry in the production sector,resource-based industry is particularly constrained by the negative externalities of depleting resources and destroying the ecological environment.It requires government economic policy intervention and intervention.Environmental fiscal and taxation policies have an effective mechanism for correcting market failures,controlling pollution,and protecting the environment.Therefore,there is great significance that exploring the impact of China's environmental fiscal and taxation policies on the green development of resource-based industries.Based on the relevant theories,this paper firstly analyzes the mechanism of China's environmental fiscal and taxation policies affecting the green development of resource-based industries.Secondly,it analyzes the current situation of China's environmental fiscal and taxation policies affecting the green development of resource-based industry.Thirdly,this paper uses the data from 2006 to 2016 to construct the green total factor productivity of resource-based industry in provinces(municipalities and autonomous regions),and to represent the green development of resource-based industries.Based on the panel data,the full-sample and sub-sample empirical tests are carried out on the situation of China's environmental fiscal and taxation policies affecting the green development of resource-based industry.The results show that the development mode of China's resource-based industry is shifting to green development,and the green total factor productivity of resource-based industry has been improved,the improvement mainly comes from the advancement of green technology,not the change of green efficiency.Furthermore,from a national perspective,there is a “U”-type relationship between the current environmental tax and fee policy and the green development of resource-based industries,and there is a positive linear relationship between the environmental fiscal expenditure policy and the green development of resource-based industry.From the perspective of sub-regions,environmental policies have different performances in different regions.Finally,this paper puts forward relevant suggestions from three aspects: environmental fiscal policy,environmental tax and fee policy and improvement of relevant supporting policies.
