Resource-based cities have significantly contributed to China's economic and social development with their rich natural resources.However,with the overexploitation and consumption of resources,resource-based cities are also faced with difficulties such as resource depletion and ecological environment deterioration.Promoting the green transformation and development of resource-based cities has become a practical problem to be solved urgently.Environmental regulation is an important means to reduce environmental pollution and promote regional green development.Therefore,it is of great practical importance to research in the impact of environmental regulation on the GTFP of resource-based cities.This paper firstly reviews the related literature and basic theories of environmental regulation and GTFP,and analyzes the impact mechanism of environmental regulation on GTFP.Then,the entropy method is applied to measure the environmental regulation intensity of resource-based cities,and the SBM-GML model is used to measure and decompose the GTFP of resource-based cities.Finally,this paper constructs the twoway fixed effect model and the threshold effect model based on the panel data of 107resource-based cities from 2007 to 2018 for empirical analysis.The results show that:(1)The overall environmental regulation intensity of resource-based cities is on the rise,and the environmental regulation of declining cities is the most binding.(2)The overall GTFP of resource-based cities is on the rise,and both technological progress and technological efficiency improvement have a role in promoting.(3)Environmental regulation significantly improves the GTFP of resource-based cities,while has a heterogeneous impact on different types of resource-based cities revealing that it mainly promotes the GTFP of regenerative cities and growth-oriented cities.(4)The doublethreshold effect exists in the impact of environmental regulation on the GTFP of resource-based cities.The environmental regulation has the most obvious effect in the areas with medium resource dependence,while the effect in cities with high resource dependence is inconspicuous.Based on the results,this paper gives three suggestions against the resource-based cities in green transformation;implementing differentiated environmental regulation policies,promoting technological progress and improving technological efficiency,and accelerating industrial transformation and upgrading to reduce resource dependence.
