The Research On The Fiscal And Taxation Policies About Developing Our Marine Economy

Today, the development of the ocean own much attention around the world,forexample, the development of marine economy, the optimization of marinedevelopment strategy and the cooperation and conflict about the ocean all have becomethe focus of the economic relations in recent years.China is not only a continentalcountry,but also a marine country,with388,000square kilometers of sea areas.Themarine resources are very rich,and it has been put on the agenda to develop the marineeconomy by virtue of the geographical advantage.From the development process of China’s marine economy in the past,the way toimprove the marine economy appears to be highly exploited,extracted andextensive.This growth is at the expense of abusing marine resources and thesurrounding environment,which will greatly restrict the sustainable development ofmarine economy.In the21st century, the use of marine resources,the protection of themarine environment and the transformation of marine industrial structure haveincreasingly become an issue that own great concern of our government.As a result,themacroeconomic fiscal policies’ effect is obvious,therefore,its application in marineeconomic development throughout the regulatory process will play a multiplier effect.This paper is,on the basis of fully grasping the background,to elaborate thesustainable development,circular economy,environmental protection and other aspectsof marine industrial structure upgrading in the process of developing marineeconomy,by using marine economic theory and welfare economics theory.Drawingfrom the foreign experience, I will propose a analysis model,which is useful for furtherproposing the solutions to promote the sustainable development of marine economy.This paper is divided into seven parts.The introduction involves the researchbackground,significance,research status,research framework,research methods and soon.The main text involves six chapter.The first chapter is the theoretical basis,mainlyincluding the theory of sustainable development of marine economy,the theory of industrial structure optimization, the theory of welfare economics and the MotivationTheory.The second chapter is the part of analysis,through theoretical analysis andmodel building,using the recent year’ marine economy datas to intently explain theinteraction between the marine economy’s development and fiscal policies.The thirdchapter analyzes the condition of developing marine economy. This part explains thepolicy needs of developing marine economy with the contrast of China’s currenttaxation policies which is to promote the marine economy.The fourth chapter is theanalysis of the constraints about developing marine economy.The fifth chapter mailycompares our state to the foreign’s in the area of developing marine economy.With thecomparation,the international trend of developing marine economy is likely to befound out, which will provide a reference for designing the fiscal policy system aboutdeveloping marine economy.In the last,the sixth chapter is a part of summary andrecommendations.The main innovation of this paper is to analyze with multi-disciplinary theories,combine multiple goals to the design of fiscal policy system,then establish arelationship model between marine economy’s development and the fiscalpolicies.Research methods includes the model analysis method,the comparativeanalysis method,the qualitative analysis method and the quantitative analysis method.
