Study On The Regionalization Of Mineral Resources Development In Henan Province Based On Multi-objective Constraints

As a primary energy source,mineral resources have special characteristics that are non-renewable.In the course of development and utilization,natural laws and social development must be respected.Systematic consideration should be given to the coordination of influencing factors such as regional economy,development basis,own resource attributes,and ecological environment.According to the regional characteristics,it is reasonable to develop and manage the region.The study on the development of mineral resources development zoning is an important measure to realize the construction of ecological civilization and ensure the safety of homeland.It is also an important means for realizing the rational allocation of mineral resources development and realizing the zoning management to increase the utilization efficiency of mineral resources.This article takes the basic theory of mineral resource development zoning and relevant evaluation methods as the research objectives,and systematically analyzes the relevant theories and evaluation method systems of mineral resource development zoning,and uses the eight dominant mineral resources in Henan Province as an example for verification.The zoning,related research results for the efficient use of mineral resources development in Henan Province,to achieve differentiated management to improve the value of reference and reference.The main conclusions are as follows:(1)Problems in the development of mineral resources in Henan Province.After analyzing the current status of mineral resources development in Henan Province and the geology and ecological environment of mineral resources,it is found that there are serious problems in the history of geological environment during the development of the current stage,excessive exploitation and utilization of mineral resources,weak awareness of ecological environmental protection,and lack of relevant regulations and supervision.It is of great value to carry out research on the development of mineral resources development zoning in Henan Province to improve the utilization efficiency of mineral resources and realize spatial optimization of resource allocation.(2)Research on technological methods of mineral resources development zones.Based on a systematic theoretical basis for the study of mineral resource development zoning,a theoretical framework is constructed to clarify its characteristics,principles,and tasks;according to the mineral resource development zone zoning suitability as the main evaluation target,the mineral development process is subject to factors constraining resources.Fundamental,development basis,ecological environment,social economy,etc.Four criteria-level influential factors and nineteen basic indicators were established to complete the evaluation index system,and the basic data were not quantified.Based on the weights,the individual index was used to calculate the basis for cluster analysis.Classifying division;constructing a distinguishing zoning model,combining with the actual development of mineral resources in Henan Province,adopting matrix discrimination and spatial superposition method to complete the division area of Henan Province's mineral resources development zone.(3)Evaluation of impact factors and division results of mineral resources development zones in Henan Province.Combining 124 counties and municipal districts in Henan Province as the evaluation unit,combined with the main eight kinds of advantageous mineral resources in Henan Province,the evaluation of the factors influencing the development of mineral resources development in Henan Province was accomplished.Based on the stratified evaluation results of major mineral resources development zone influencing factors,combined with the actual development of minerals in Henan Province,the division of mineral resource development zones in Henan Province was completed and divided into five categories:prohibition,optimization,priority,general,and limited development zones.For example,when the area is forbidden,in accordance with the principle of “face protection,point development” in the 13 th Five-Year Plan of the National Mineral Resources,the superimposed analysis of the actual use of mineral resources in Henan Province will provide ecological protection in Henan Province.The area is divided into forbidden development zones;matrix discrimination method is used to restrict,optimize,focus,and general development zones,and the optimization zone divides into consideration of social economy and resource base.The development conditions are based on the combination of the basis for the division,to remove the results of the completion of the division,the key,general,and the restrictions on the division of the basis of the resource base,the development basis,the combination of ecological and environmental considerations,the use of matrix discrimination method for regional division.(4)Classification and classification management measures for mineral resources development in Henan Province.For example,the key development zones will strengthen the exploration of superior minerals and strategic emerging minerals,and strengthen the approval and management of mineral rights;general development zones will do a good job in geological exploration and new energy exploration within the region;The implementation of the internal ecological and environmental protection measures;restrictions on development zones to increase regional infrastructure;optimization of development zones to prepare for transformation and upgrading,and build green mineral resources development model.
