Tetra modelling of decisions throughout the hierarchy of the Department of National Defence

Abstract/Summary:
Many methodologies have been developed to assist in the decision making process. We examine the benefit of using a decision methodology. Next we explain why such methods, including the Analytic Hierarchy Process and Utility Theory, are flawed and do not establish a solid basis for decision theory. Preference Function Modelling is presented as a method that has a sound mathematical basis and provides all the requirements for decision making. This is followed by a brief description of the implementation of Preference Function Modelling in a software package called Tetra, including a comparison against a well-known literature example.; We then present examples of Tetra modelling of typical problems from the Department of National Defence at three levels: national, regional and local. Models are developed for these typical problems to demonstrate the potential use of Tetra in the decision making process.
