Following rapid development of TETRA digital trunking technology, dramatically increased professional users begin to utilize TETRA mobile communication products. For requiration of this service, research of air interface protocol stack of mobile station, as a key point TETRA system, became an important direction.Traditional method of protocol software development can not continue to logical function stimulation and module test until finishing program coding, and any defection of system design or function definition will result in failure. In order to resolve question above, this paper proposed a method following protocol engineering. By means of researching in protocol layer model of TETRA mobile station,function of protocol entities and logical relationship between them, implement approach of protocol stack software is determined. Second, means of communication and control in function entities of logical link control layer protocol was chosen through analysis of this layer protocol. Additionally, formal description and implemnetion of major function in LLC layer is present in detail by SDL.In this paper, protocol engineering principle is introduced in process of TETRA logical link control layer protocol software research, and it works very well.As a successful attemptation, it provided groundwork to future research in this field.
