Tax authorities as an important economic management and tax law enforcement in our country, it is necessary to carry out the performance management for tax authorities.It is quite necessary to adapt to the trend of government reform. We can transform our competency and improve our work by it. It’s an important measure to stimulate the vitality of personnel andestablish a good social image of the tax department.This article describes the project background and the research significance of performance management system which is for the subordinate counties and districts of the Longyan Municipal Office of State Administration of Taxation. Also,the main work and research structure of this paper are identified. This thesis selects suitable development Method and development technology for the system. Through the demand analysis, the thesis identifies the main business processes, business functions and data needs of the performance management. In the business analysis, the thesi describe the main business processes of the system.In the function analysis, the artic pointed out the participants of the system, and identifies the system functions. In the data analysis, the cnceptual class diagram and the cass diagrams thumbnail are given. The various processes and all details are definitude. The system is designed by definitude the overall function package diagram, the sub-function package diagram, the class diagram, the sequence diagram and the core process activity diagram. The database is designed by definitude the entity class characteristic diagram, the entity class relationship and the database tables’ structure. At last, the research and analysis are summarized. The follow-up work and the striving direction is also prospected in this thesis.
