The “Three Rights Separation” Of Homestead Policy Agenda Setting Analysis: From Perspective Of Multi-source Flow Theory

With the acceleration of the urbanization process,a large number of peasant groups have moved to cities and towns,and the inefficient use of homesteads,waste,excessive occupation,and disorderly construction have become increasingly prominent.As an important source of replenishment for urban construction land,the idleness of homestead resources and the tense construction land in the city form two extremes.At the same time,with the gradual highlighting of the value of homestead assets,chaotic phenomena such as invisible transfer of homesteads have broken through the boundaries of the law.This shows that changes in the socio-economic background and the needs of stakeholders have put forward new requirements for the current homestead system.How to effectively manage the homestead problem and meet the differentiated needs of the peasant groups urgently requires the reform and improvement of the homestead system.In 2018,the proposal of the "three powers separation" policy for homesteads greatly considered the fair value and efficiency value of homestead resources.At present,the existing research results are mostly focused on discussing the power allocation and realization path of the "three powers separation" of homesteads,but the analysis of the origin of the background of the policy,the future development trend,and the possible expected risks are not yet in-depth.Therefore,from the perspective of multi-source theory,analyzing the internal logic and development law of the historical change of homestead policy and exploring the process of setting the policy agenda of "three powers separation" are important for accelerating the promotion of the "three powers separation" policy.This article takes the homestead "three powers" policy agenda setting process as the research object,after sorting and summarizing the domestic and foreign literature,drawing on the advanced results of domestic and foreign research,and at the same time trying to make up for the deficiencies of the current research,carry out the research.This article first defines the concepts of policy change,policy agenda setting,homestead,and homestead "three powers",and introduces multi-source theory and institutional change theory as the theoretical basis of this article,and further compares the multi-source theory The difference between domestic and foreign policy-making environments analyzes the applicability of multi-source theory to China’s land policy,and deepens the understanding of multi-source theory on China’s policy applicability.Secondly,the content analysis method and Nvivo11 software are used to analyze the history,characteristics and future policy orientation of the homestead policy.By analyzing the policy intentions of different historical stages produced by the homestead policy,the internal logic of the policy change and the law of change are revealed.At the same time,a comparative analysis of several typical homestead system reform models in China is carried out,and the successful experience and shortcomings of the current homestead system reform in China are summarized.For the generation process of the “three-right separation” policy of the homestead,this paper analyzes the source flow of the problem of source flow,policy source flow and political source flow through the multi-source flow theory model.After literature review and comprehensive analysis,the source of the problem includes the fuzzy property rights of the homestead.The resulting inefficient use of homesteads and the failure of the land income distribution mechanism are infringed upon the legitimate rights and interests of farmers.The current legal system is not perfect,and the judicial practice basis is insufficient.The invisible circulation of homestead caused by the lack of housing market mechanism is widespread.The lack of effective land dispute resolution mechanisms has led to frequent incidents.The policy source includes the policy community to inject momentum into the improvement of policies,the support of the central policy,and the “overflow effect” of the successful experience of “separation of agricultural land and three powers”.The source of politics includes the will of the people to push the policy to the agenda,and the opening of the policy window to promote the establishment of the policy agenda and the rural revitalization strategy.After sorting out the process of the “three-power split” policy of the homestead,some suggestions for promoting the policy agenda and reducing the cost of policy generation are proposed.At the same time,based on the “three-power split” policy of the homestead Source and source theory analysis,this paper proposes the following countermeasures and suggestions to promote the “three powers separation” policy of the homestead: clarify the specific power of the “three rights” of the homestead,realize the re-empowerment of the reform;establish and improve the management prevention mechanism,create a preventive environment for multi-subject linkage;establish and improve the distribution mechanism of the homestead transfer income,promote the fair and orderly transfer
