The Study On The Problems And Countermeasures Of The Grain Storage Policy In Heilongjiang Province

The 18 th National Congress of the Communist Party of China put forward the strategic requirements of "ensuring national food security and effective supply of key agricultural products".The issue of food security is always related to the national economy and people's livelihood,and the policy of food collection and storage is the most effective policy means for the country to implement macro-control and ensure food security.China has always attached great importance to grain storage and collection policies,and has successively introduced supporting policies to support grain storage and collection.In 2018,the grain storage and collection policies with the trend of institutional reform on the supply side of agriculture have been further improved,and the grain storage and collection system with the important content of destocking and market-oriented reform will be greatly developed,which has achieved good results,but also brought certain results among them,the price policy of grain collection and storage can stabilize grain output in a certain period,while filling grain depots,it also brings the problem of structural imbalance of grain collection and storage;the effect of financial subsidy policy on major large grain production areas is very significant,but it still does not reflect the universality of policy for small producers of local and individual farmers;the policy of grain science and technology scientific and technological grain storage has been promoted,but the overall level of development is slow,some areas are still in the old production mode,and the rate of grain storage loss is high;with the continuous progress of grain destocking,"revolving grain" and other issues continue to highlight,there are still some deficiencies in the state's grain collection and storage supervision policies.Heilongjiang Province,as the main production area of grain production,plays an important role in promoting the reform of grain collection and storage.Therefore,it is necessary to improve the understanding of the existing problems in the collection and storage,and take effective policy measures to promote the healthy and sustainable development of the region's grain collection and storage industry.Starting from the concept of grain storage policy,this paper analyzes the current situation of grain storage policy in Heilongjiang Province by using the theory of public policy evaluation,the theory of public policy process,the theory of balanced price and the theory of weak quality of agriculture.It reveals that there are some problems in Heilongjiang Province,such as unscientific adjustment of price policy,imperfect structure of financial subsidy policy,incomplete system of science and technology policy,and supervision policy The system is not perfect and so on,and analyzes the deep reason which the question produces.In the research process,we use the comparative analysis method,learn from the experience of the UnitedStates,Japan,South Korea in food management policy,as well as the advanced policy experience of domestic Shandong,Fujian and Zhejiang provinces,and in combination with the objective reality of the current grain collection and storage policy in the province,this paper puts forward the following suggestions: to promote the reform of the price marketization policy,to improve the grain collection and storage structure policy system,to fully balance the relevant interests of the policy;to establish the standard marketization mechanism of grain subsidies,to strengthen the structural adjustment of financial policies,to establish the dual linkage system of grain financial subsidies;to strengthen the policy guidance of improving the quality and efficiency of grain collection and storage We should use and build a high-tech grain service system,establish a new type of grain science and technology promotion mechanism,improve the legal supervision system of grain storage and collection,strengthen the responsibility mechanism of grain safety supervision,and build the risk management control degree of supervision and detection to strengthen the grain storage and collection in Heilongjiang Province.
