The Analysis Of Local Grain Storage Mode In Huainan And Its Optimizing Countermeasures

Grain is a key strategic material in any country.The bureau of Local grain storage is a basic grassroots unit in the central grain storage.The practical methods of grain storage;prevention of large-scale disaster caused by unexpected events;guarantee of grain safety and storage needs are the most important priority in modern China which is a major country in the production and consumption of grains.Therefore,it will be essentially meaningful in developing local grain storage theory actively and improving the theoretical system of it as well as preventing and effectively replying to the unexpected emergencies caused by grain storage.It also makes sense to ensure the safety of grain storage in our country and to support the steady development in our social economy as well as to construct a harmonious socialist society.This thesis deeply analyzing the grain production capacity and the grain demand-supply relationship as well as the breed structure in Huainan city by studying grain storage management literature at both home and abroad.The thesis also takes reference from central and local grain storage operating institutional mechanisms and the experience and practices of grain storage at both domestic country and foreign country to analyze this problem.Through the usage of the related knowledge and experience from the theories in public administration and public products(Marketing Theory),the thesis analyzes the topic above fundamentally.It also adopts the the analyzing methods such as literature research,case and fieldwork study.Then through deep analysis of the foundation of local grain storage,its improving process,its storage modes and the beneficial relationship between the relative government bureau and enterprises,the thesis figures out the several problems such as reasonable structure,absence in evaluation and management and the low profit in relative enterprises.The thesis analyzing form several different aspects to find out that all these problems are caused by insufficient awareness of emergency management,the defection in laws and regulations,the insufficient adjustment in allowance and profit-driven reasons.Finally,from four aspects such as the scientific planning of the scale in local grain storage,the reform of storage mode in relative enterprises,the legal means to manage grain storage and the improvement of informatization in grain storage,the thesis put forwards several recommendations about how to further complete the theoretical system and problem-solving measures as well as improvement of governing policies in local grain storage.
