Study On The Development Of Grain Purchasing And Storage Policies In Shandong Province

Grain purchase and storage policy is an important part of the national regulation for food.Concerning the national economy and people's livelihood,the national food issue gets more and more attention of government.The 18 th national congress of the party has made a strategic plan to ensure the country's food security and important agricultural products supply.And the fifth plenary session of the 18 th CPC central committee further emphasized that "ensuring the grain is self-sufficient and the rations are perfectly safe".General Secretary Xi Jinping and Premier li Keqiang have given a clear indication on food work,requiring to improve the development of food storage facility and food supply protection capability,and ensure that food is safely stored.In 2016,the outline of the 13 th five-year plan for food industry was released and the 13 th five-year plan continued to reform and improve the grain storage system.The outline proposed that the reform of the grain storage system needs to be market-oriented and protect farmers' benefits,improve grain storage system,market regulation mechanism and emergency safeguard capacity,promote the stable development of grain production,ensure food market supply and stable price,and increase the national food safety protection capacity.In view of food security,the policy evolution of grain storage in China presents the characteristics of gradual,open and macroscopic.The ultimate goal of China's food policy reform is to establish a stable and efficient market mechanism,which is to achieve the largest food supply security and stable food price with minimal expenditure and adjust the relationship between grain price and market so that farmers can comprehensively use various financial instruments to avoid market risks and transform themselves into new professional farmers.This article is based on the evolution of the grain collection and storage policy in China.According to the law development of grain purchase and storage policy reform in our country,from the micro perspective,this article intends to explore the evolution of Shandong province grain purchase and storage policy and characteristics.At the same time,according to the evolution and development of grain storage policy in Shandong province,the economic effects of grain subsidy policy and minimum purchase price policy are analyzed.At present,the policy of grain purchasing and storage in Shandong province still has some problems,such as high implementation cost,single control tool and trade-off between policy objectives.This article proposes to accelerate the construction of grain and oil storage facilities,improve the technical level of storage facilities,strengthen the monitoring and warning mechanism of grain situation and realize the informationization of grain circulation business management,in order to further improve the policy of grain storage and storage in Shandong province,establish an impeccable grain storage mechanism,so as to better promote the national food security goal.
