As an important non-governmental public sector,state-owned electric power enterprises have remarkable characteristics of the general public sector.The operation mode of state-owned electric power enterprises in China includes core business operation and non-core business operation.The core business operation is managed by the whole process of formal employees.The non-core business is operated through service outsourcing to reduce operation cost,focus on core business and improve management quality.Therefore,the management of external entrusted personnel(hereinafter referred to as outsourcing personnel)in service outsourcing enterprises has become an important part of human resources management.At present,the management of foreign commissioners in state-owned electric power enterprises mainly has the problems of staff fairness,turnover rate,quality and safety of projects,rationality of enterprise system formulation and competence level of foreign commissioners,which are inevitably related to the competence of foreign commissioners in state-owned electric power enterprises.Based on the literature analysis of the influence of competency,this paper summarizes that the main factors affecting the competency of foreign commissioners in state-owned power enterprises lie in knowledge,skills,motivation,self-awareness,role orientation and quality.Taking state-owned power GN company as the case study object,this paper uses human resource management data and chart method to improve the basic status of foreign commissioners in state-owned power enterprises.This paper expounds the problems existing in the competence of foreign commissioners in state-owned electric power enterprises.Through questionnaires and multivariate statistical analysis,using SPSS data analysis,26 specific factors affecting the competency of foreign commissioners in state-owned power enterprises in China are analyzed.It is believed that the competency construction of foreign commissioners should be carried out from six main aspects: knowledge,skills,motivation,self-awareness,quality and role orientation.Therefore,it puts forward some guiding suggestions for the competency management of foreign personnel.This paper holdsthat by strengthening the competency of foreign commissioners in state-owned electric power enterprises,improving the quality of public services,cohesing the culture of state-owned electric power enterprises,cultivating the competency quality of foreign commissioners,regularly evaluating the self-perception of foreign commissioners' competency,standardizing the competency management of foreign commissioners in state-owned electric power enterprises,fostering good behavioral motivation,taking root in the training foundation of foreign commissioners in state-owned electric power enterprises.To consolidate the knowledge competence and establish the role orientation competency-the sense of ownership can strengthen the public management level of the outsourcing personnel of state-owned electric power enterprises,so as to achieve the goal of improving the quality of public service and public communism of state-owned electric power enterprises.
