Talent as a basic element of economic development, with the rapid development of knowledge economy and the rapid advance of economic globalization, has become the most dynamic "first resource" and the most valuable "first capital", become the main conditions for the outcome of the competition. Twenty-first Century is full of opportunities and challenges of the times, the core of enterprises to participate in market competition is the talent competition. As the main body of market competition, state-owned enterprises have also played the slogan of "talent is the first resource". However, the state-owned enterprises in the talent competition not only failed to show the advantages, but faced with the embarrassing situation of the loss of outstanding talent, has become the most difficult problem encountered by the state-owned enterprise operators.This paper mainly uses the theory analysis method, combined with practice, defines the relevant concepts, summarizes the domestic and foreign research situation, discusses the connotation, level, type and specific implementation of enterprise talent strategy. The main problems are analyzed.Based on this, the paper puts forward the strategy of ZN electric power company in the future, including overall strategy, strategic objectives, strategic design and strategic measures, so as to promote better development of enterprises.This study concluded that the talent strategy of ZN electric power company focus on the company’s overall development strategy, to build support for the company’s brand influence, the ability of independent innovation, sustainable development and international competitiveness of the key core of talent, cultivate the appropriate amount, reasonable structure, excellent quality, professional support, enterprise leaders, energetic management management personnel, professional and technical personnel, personnel and operation personnel of party work skills five talents, realize the transformation of talent structure from labor-intensive to technology intensive management, establish industry internationalization, diversification and modern enterprise system, training requirements, selection of talent evaluation and incentive mechanism.
