After more than a decade of rapid development and achieving the goal of over trillion of tobacco industry and commerce tax,the tobacco industry has faced the serious challenges of falling tax revenue growth rate,rising production costs,low management efficiency and persistent high cost.It has brought tremendous pressure on the sustainable development of the entire industry.As a corporate entity,Hunan Tobacco Commercial Company has taken as an important task at present how to strengthen the Group's management and control capacity,how to control costs,how to improve management efficiency and how to achieve financial transformation and high-quality development.Financial shared service,as the latest application mode of enterprise centralized management mode in financial management,implements processed,standardized,digitalized and mobile processing.It has been successfully applied in many domestic and foreign large enterprises and has shown many positive effects such as enhancing management,improving efficiency,reducing cost and helping financial transformation.Therefore,it is of great practical significance to study the construction of tobacco enterprise financial shared service center.Based on the theoretical research on shared services,this paper systematically expounds the concept,advantages,construction,risk and internal control of financial shared services,and hense provides a powerful theoretical basis for Hunan Tobacco Business to build a financial shared service center.A case study on the successful practice of domestic financial shared services provided application practice for Hunan Tobacco Business to build a financial shared service center.An analysis of the current financial management model of Hunan Tobacco Commercial Group found that there are problems such as high cost,low efficiency,and insufficient control of the group.In response to the existing problems,a solution to build a financial shared service center is proposed.According to the actual situation of the group,the construction target and business scope of the financial shared service center are proposed.Through detailed interpretation of the site selection,organizational structure,job division,information support system,performance appraisal and main business processes,how to build at the provincial level Financial Shared Service Center was discussed.Based on the pilot situation of the Financial Shared Service Center,the expected performance of the Financial Shared Service Center was analyzed,and five safeguardmeasures were proposed.It is hoped that by constructing a financial shared service center,not only are promoted the financial transformation and the value of financial work but also will enrich the construction case of financial shared center in the tobacco industry and refine theoretical results by practice.
