Food safety emergency involve a wide range of subjects,and their networks are complex,which are characterized by wide distribution,variety and unpredictability.A source of the food safety incident often leads to large-scale pollution and dissemination.In this situation,the traditional prediction-response paradigm can't meet the decision-making requirements,while the scenario-response paradigm can solve the problems timely and scientifically for their unpredictable and highly unstructured features.Therefore,after analyzing the characteristics of food safety emergency and response information,the elements for scenario system of food safety emergency were analyzed in this paper.The scenario deduction and response of food safety accidents were explained further,which provide decision-making basis for the relevant departments.Firstly,the emergency response of food safety department was based on the judgment of the current scenario of the incident.A knowledge meta-representation of a food safety emergencies scenario was addressed to the scenario in the scenario-response management approach.The initially collected material about food safety incidents were unstructured text information.The public safety triangle theory could be used to systematically analyze food safety emergencies from a macro perspective to ensure the integrity of the scenario components.Using the knowledge element model,the components of food safety emergencies scenarios were analyzed layer by layer,and the micro-knowledge element representation of food safety emergencies scenarios was realized.Based on the analysis of the relationship between scenario elements,the evolution mechanism of food safety emergencies was elaborated,and the conceptual model of food safety emergency scenario deduction were established by using Bayesian network.Secondly,the scenario of food safety emergency was affected by the response intervention measures of the previous situation.In response to the response problem in the scenario-response management approach,the respondents involved in food safety emergencies and the interventions they take were analyzed in this paper.By analyzing the different intervention measures taken by the government,food enterprises and media,and combining with the impact of these intervention measures on the evolution path of food safety incidents,the common law of scenario evolution was revealed,which explains the relationship between scenario deduction and response to food safety incidents.Based on the scenario-response paradigm,we put forward a method for the scenario representation and scenario deduction of food safety incidents.A case was applied successfully based on the model.Intervention measures of food safety incidents in views of each type of subjects were discussed.And the relationship between scenario and response of food safety incidents were elaborated.The results contribute positively to the decision-making for the food safety departments,so as to make the intervention measures more targeted.
