As the economic and social developments of China, Chinese crisis manifests more and more seriously in occurring frequency, damage degree and crisis type. As one type of public crisis, the food security crisis is closely related to people's livelihood. It is more harmful, because it can bring people greater psychological fear and damage the social harmony and stability much more seriously.At present, Chinese food safety accidents occur more frequently than ever before. In order to ensure social stability and the health of the people, our government must put great effort into controlling food safety crisis. At the same time, current national food safety research are focused on improving technology, the establishment of supervision models, introducing foreign results, build laws and regulations and participation of different subject. However, the food security accident researches from the angle of the crisis management are very few. This article is based on the theory of crisis management, starting with the macro, summing up the progress of Chinese food safety crisis management. Then taking the accident as an example, the entire process of the government management on food safety crisis is shown specifically and lively. The researches in the third and the fourth chapters are focused on the two words of the thesis title:"emergency" and "mechanisms". In the third chapter, it is put forward that the organization structure of food safety crisis management in the emergency response phase should include three parts:government organizations, the media and non-governmental organizations. In the fourth chapter, the government work standard during the emergency phase is discussed from the angle of "system", including the work procedures, operational systems and methods of work. In the fifth chapter, it is put forward that the society must possess sufficient resources to support to ensure the smooth running of the food security crisis management emergency response mechanisms, which includes human resources, financial resources, physical resources, legal and ideological resources.
