This paper finds the problems in items of being close to the real life and solving the real problems, and determines that "food security" issues, the higher degree of social concern in recent years, comply with individual research ideas and direction. Through extensive literature reading, thinking, and real-life experiences and insights, I have found that there is "the fatigue of the daily supervision, emergency response lag" problems in the supervision condition of China’s food safety. Based on grid management mechanism for this situation, in this paper, a grid system of food safety regulation biaxial mode has been designed, which makes "controlled axis" as core in the normal state, as well as makes " respond axis" as core in the emergency state, being committed to repairing the loopholes of existing food safety regulatory, protecting the public interest, maintaining the social stability.The first chapter of the paper, simply summarized the research directions and research contents. This section introduce the research contents separately from the issues raised, review of domestic and foreign research(combing the relevant field of study), research ideas and methods and theoretical basis.Chapter Two is a review of the domestic and international food safety regulatory models. The innovation experience of existing domestic regulatory model on the status of foreign food safety regulatory models has been summed up.In Chapter Three, a grid system of food safety regulation biaxial mode has been constructed. Start with the analysis of food safety incidents governance regular, what food safety regulatory model the government needs to build can better manage food safety issues under normal and emergency two states has been introduced respectively in this chapter. By dividing the grid dimensions and constructing a biaxially, a unified and orderly model which focus on monitoring has been formed.Chapter Four to Six are the demonstration chapters. The specific design of control axis and response axis has been demonstrated in Chapter Four and Five from three aspects, rationality, scientificity and systematicness. From the aspects of establishing a new mode and realistic basis as well as the configuration and performance optimization of regulatory resources, the design of the food safety regulatory model grid has been proved to be rational. From the aspects of the pros and cons of the new mode and traditional mode comparative analysis, the design of the food safety regulatory model grid has been proved to be scientific. From the aspects of the theoretical basis and technical support, the design of the food safety regulatory model grid has been proved to be feasible.In this paper, the main innovation points are as follows. The first is the selection of research perspective. For the solution of the food safety problems, the academia paid more attention to the perspective of theory, laws and regulations. However, in this paper, a new food safety regulation model has been constructed from the perspective of grid management pattern. Secondly, in this paper, the food safety regulation has been divided into two states, conventional supervision and emergency response. Thus, control axis and response axis have been designed. The focus of management is different in different states. Two-axis design can maximize the use of effective of resources, but also in line with the trends of refinement of the social division. Two axes are not completely independent, but can coordinate with each other to carry out the work in the critical state. Thirdly, the purpose of this paper is not only to solve the current food safety issues, and more importantly, as an opportunity to promote the promotion of grid management, prompting the government from management to service-oriented.
