Research On The Issue Of Homestead Withdrawal Based On The Reform Of Rural Collective Property Rights

In the process of China's industrialization and urbanization,the social economy is developing rapidly,and the income of farmers is supported by the working economy.It is quite common to build new houses without demolishing or vacating old houses.There are more and more obvious problems such as the vacancy of houses for migrant workers in cities,the inefficient use of idle homestead and the double increase of land for urban and rural construction.Thus threatened 1.8 billion acres of farmland red line,not conducive to the efficient and intensive use of rural land and scientific planning.Therefore,under the background of the reform of rural collective property right system,how to guide farmers to withdraw from homestead,realize the simultaneous reduction of rural population and homestead as soon as possible,and effectively improve the utilization efficiency of rural collective construction land has become a problem that must be solved at the present stage.This paper defines the concept of rural homestead withdrawal on the basis of property right economics theory,population migration theory,institutional change theory,summarizes and analyzes the basis of homestead withdrawal and the existing rural homestead withdrawal mode.Choose shangqiu Hui County for empirical research,through questionnaires and to the local field,analyzes the Hui County the basic situation of house-site in the countryside,through the classification of farmers,the farmers and migrant workers at home two types of farmers' willingness to exit and compensation were analyzed,and points out that farming farmers' willingness to concentration living at home is very high,the compensation standard is the key to the home farming households willing to quit the homestead.The proportion of rural migrant workers willing to withdraw from homestead is relatively low,but the survey results show that nearly half of them are still willing to withdraw.Apart from the influence of traditional concepts,it is difficult to integrate into the city,and the unstable urban life is an important factor that makes migrant workers and farmers unwilling to leave the homestead.Through investigation,in-depth analysis of the exit of house-site in the countryside that exist in the process of resistance,mainly has the individual factors inherent obstacle of farmers,property rights define dilemma and legal policy limit,the deficiency in the rural homestead system arrangement,did not get effective guarantee farmers' political status,benefit distribution imbalance and safeguard mechanism is imperfect,and so on.Exit problems based on house-site in the countryside,this article based on the experience of the advanced areas in China out of house-site in the countryside,puts forward the countermeasures and Suggestions of house-site in the countryside suited to local conditions,mainly includes the establishment of main body role of the market mechanism and build new rural housing security system,improve the farmer's political status and rights protection consciousness,we will accelerate reform of the rural collective property right system,improve the rural homestead exit the security mechanismm from ShiCe to guide urban land classification.
