Study On Compensation Of Rural Homestead Exit In Shaanxi Province

With Shaanxi farmer’s living standard improving and the pace of urbanizationaccelerating, the province’s new rural construction land increases every year and a large number of rural farmland are occupied; at the same time, the flow of rural population results in "hollow village" appearance, a large number ofhomesteads areabandoned and in waste of land resources. Studies have predicted that Shaanxi Province can rearrange approximate 133.5 acres (about 89,000 hectares [1]) of agricultural land by re-planning and organizing vacant abandoned homestead at 2020. It means there is huge potential in rearranging agricultural homesteads in Shaanxi Province. In light of this, the land administration departments carry out the work of rearranging rural land and get striking results.There is a large area of the homestead getting vacated and resumption for farming. However, due to the rural homestead exit compensation standard in Shaanxi Province is too low, single way, unreasonable zoning mode,so to some extent it hinders the rural homestead quit finishing work being carried out. So, how to develop a reasonable way of compensation, to stimulate the enthusiasm of farmers homestead exit, to guide farmers homestead exit smoothly, it becomes an important issue to be solved.This paper aims to build the matrix which can be used to estimate farmers’ Willingness to accept (WTA) for homestead exit, calculate the farmers’Willingness to accept (WTA) in different regions of Shaanxi Province and generally find out the farmers’ Willingness to accept (WTA) level. It’s convenient for the land administration department of Shaanxi Province to formulate the compensation standards which closes to the fanners’ expectation, in order to take the compensation as a engine for driving rural homestead Shaanxi Province finishing work smoothly. The main content of this paper is divided into three parts:first, through the analysis of the rural homestead exit compensation policy in Shaanxi Province, find out the major problem of Shaanxi Province exit compensation policy is that compensation standard is too low and the mode is inflexible and propose problem solving approach:Refer homestead exitfarmers’ Willingness to accept (WTA) to make compensation standard; secondly, taking advantage of survey data, apply theoretical analysis and empirical testing to identify the influential factors which affect the farmers’Willingness to accept (WTA); Finally, based on the above factors and use the method of factor analysis to construct the matrix which can be used to calculation the farmers’ Willingness to accept (WTA), then combining with the survey data estimate farmers’ Willingness to accept (WTA) of the Guanzhong, Southern, Northern in Shaanxi regional.
