The Research On Establish, Implementation And Supervision Mechanism Of Credit System In Supervision Enterprise Of Shaanxi Province

In the rapid development of a socialist market economy, credit has gradually become the foundation of the market economy, which is an important factor in the development of the market economy. To establish the credit system of the enterprise, which is an important aspect in the building of the credit society. As the main force of the development of a socialist market economy, the sustainable development of construction industry needs the credit, but the credit system of construction industry has obviously lagged in recent years, which is not coordinate with the rapid development of construction industry. As the main body of the construction industry, engineering supervision enterprise has greatly improved the level of the project management, which plays an important role in regulating the construction market order, ensuring the quality, schedule and investment of the project. But in the high-speed development of the supervision enterprise, discreditable behavior occurs occasionally, which has seriously disrupted the market order and restricted the development and expansion of the supervision enterprise. Therefore, establishing a feasible credit system of supervision enterprise has become a top priority.Based on the investigation of supervision market in Shaanxi province, this article analyses the present situation of the development of supervision enterprise's credit system, expounds a range of problems in the development of supervision enterprise's credit system in Shaanxi province, analyses the reasons of these problems, and then points out the negative influence in the development of supervision enterprise. On this basis, according to the basic principles of designing credit appraisal indicator system, and combining the special characteristics and actual situation of supervision enterprise in Shaanxi province, this article sets up credit index system which is suitable for supervision enterprise of Shaanxi province. This article uses the method of AHP to assurance the weight of each indictator in the credit appraisal indicator system, and then use lines of fuzzy mathematics subordination method for dimensionless of each indicator. It uses the weighting function method to appraisal the credit situation of supervision enterprise in Shaanxi province. Then through evaluating a supervision enterprise's credit in Shaanxi province, on one hand, we can get a deep knowledge of the theory of credit system; on the other hand, we can know the reason why the enterprise is in a bad condition and put forward the corresponding countermeasures. Finally, this article advises that we should strengthen the credit management from the government, intermediary agencies and supervision industry association, so as to promote the construction of credit system of supervision enterprise.The article enriches the theory of credit system theory of supervision enterprise through the study of supervision enterprise's credit system in Shaanxi province. It applies theoretical basis and practical guidance for the development and expansion of supervision enterprise in Shaanxi province.
