At present,the reform of the commercial system has been further advanced.In order to thoroughly implement the spirit of the 19 th Party Congress,in accordance with the decision-making arrangements of the State Administration for Industry and Commerce,the Provincial Administration for Industry and Commerce and the Party Group of the Municipal Bureau,follow the basic principles of simple management,decentralization and strict management,as well as legal responsibility,credit constraints,coordination supervision and society.The basic principles of joint governance.We will continue to deepen the reform of the commercial system,speed up the improvement of the post-supervisory mechanism,and focus on strengthening credit supervision.In the face of a large number of market participants after the reform of the license,the traditional regulatory model is difficult to adapt to the regulatory needs under the new situation.In recent years,corporate credit supervision has been highly valued by party committees,governments and functional departments at all levels,and corporate credit construction is inextricably linked with various government functions.However,among many government agencies,the industrial and commercial departments should become the main force in the current corporate credit construction and supervision because of the special status of their business registration.This is primarily due to various functions of the commercial sector,such as registration,market management,trademarks,advertising,contract management,and economic case investigations.These regulatory functions are directly related to corporate credit construction and have the identification of responsibility functions.Secondly,the industrial and commercial departments can cover all types of enterprises and individual industrial and commercial households within the scope of credit system construction,and have a wide range of objects.In addition,the industrial and commercial departments have carried out some useful explorations in the construction of corporate credit,and have formed some good practices with empirical advantages.This article is divided into five parts.The first part of the introduction mainly introduces the research background and significance of this paper,the research situation at home and abroad,research ideas and methods.The second part of the core concept and basic theory of this paper mainly describes the connotation of corporate credit and corporate credit supervision,and the three basic theories involved.The third part starts from the administrative function of industry and commerce,analyzes the status quo of enterprise credit supervision of Kunming Administration for Industry and Commerce,and analyzes the specific situation of enterprise credit supervision of Kunming Industrial and Commercial Bureau.The fourth part analyzes the dilemma and reasons of enterprise credit supervision of Kunming Administration for Industry and Commerce.The fifth part puts forward the policy suggestions for improving the credit supervision of Kunming Industrial and Commercial Bureau from three aspects,in order to achieve the purpose of perfecting the construction of China's characteristic social credit system.
