China's economy has returned to health after a decade of adjustment following the cold winter triggered by the 2008 financial crisis.As a "mirror" of economic development,the oil and gas industry has stepped out of the bottom since 2017,showing a good development trend.In the new round of market dividend,the oil and gas industry has begun the digital intelligent transformation,which has put forward higher requirements for the product and service efficiency of upstream oil service enterprises.Hammer technology as a state-owned private representatives of the oil and gas services companies,is Asia's largest manufacturers of hydraulic fracturing pump end,also is the first to invest in unconventional oil field of North America and operation right of private listed company,the independent research and development production of multiphase flow meter is the current domestic only through the national engineering laboratory test of measuring tools,oil and gas in the related areas occupy more than 90% of the domestic market share.In the context of industry digital transformation,facing the new demand of intelligent products proposed by downstream oil companies,haimer technology must consolidate its original market advantages and improve its performance through strategic transformation.However,the current performance evaluation system of heimer technology does not match the new round of strategic goals of the enterprise,which cannot help theenterprise successfully complete the strategic transformation.Therefore,this paper analyzes the current status of performance evaluation of haimer technology,finds out the existing problems,introduces a new performance evaluation system for it,and helps the enterprise to conduct performance evaluation more comprehensively.On the basis of literature research,this paper sorted out the theories of domestic and foreign scholars on enterprise performance evaluation,summarized different methods of enterprise performance evaluation,and found that the balanced scorecard is from the perspective of all stakeholders and combined with the performance management system of non-financial indicators.If it is introduced into enterprises,it can overcome many shortcomings of the traditional single financial index system.This paper focuses on the case study,through analyzing the current performance evaluation method of haimer technology,and combining the current development needs of the enterprise,it finds that the current performance evaluation method puts too much emphasis on financial indicators,ignores non-financial indicators,does not match with strategic objectives,and cannot accurately reflect the overall performance of the enterprise.Therefore,this paper breaks down the current strategic objectives of haimer technology into specific dimensions,converts the strategic objectives of each dimension into specific indicators by using balanced scorecard,and constructs a more complete performanceevaluation system for haimer technology.At last,this paper used the new performance evaluation system to comprehensively evaluate the performance of haimer technology in 2018,and put forward the corresponding feedback system and relevant safeguard measures for subsequent implementation,which provided certain reference for the application of the performance evaluation system based on the balanced scorecard in the oil service industry.
