Scientific and reasonable performance evaluation system will assess corporate performance effectively and objectively,and will enable enterprises to establish long-term value of the business philosophy,so as to guide enterprises coordinating sustainable development.The traditional financial indicators accounting profit are now widely used by Chinese coal as the main evaluation criteria of operating performance,the inherent limitations of its emphasizing on accounting profit,lessening attention to value creation light;Preferring short-term gains,setting down long-term performance;Making much of economic profits,making light of resources,environmental and social benefits,etc.are increasingly prominent.This can no longer meet the need for restructuring and development of coal enterprises under the new economic normality,more scientific performance evaluation system is urgent needed to be structured to guide the coal enterprises to a the safe,efficient,saving and environmental transition,so that the coal companies could get rid of operation difficulties,and promote to a healthy and sustainable development of the coal industry.This paper introduces the historical evolution of the performance evaluation method in our country,through the introduction of economic value added(EVA)and Balanced Scorecard(BSC)and the analysis of Pros and Cons of the two performance evaluation methods,found both the two methods shares the same goal of maximizing the enterprise value,the thought comes up based on combining these two methods and construct a new performance evaluation system,based on the integration of the framework,the advantages of the two methods will perform better,as well as making up for their deficiencies,so as to improve coal Enterprise Performance Evaluation System.On the basis of the actual situation of China's coal enterprises proposed the idea of building a new performance evaluation system and the basic principles,and then through the analysis of the driving factors of achieving the maximization of enterprise value,selecting key evaluation index of coal enterprises,AHP is used to determine the index weight,build a new performance evaluation system.Furthermore the performance evaluation system is carried for practical application,and its relevant suggestions are put forward in the implementation process.This paper aims to combine the actual situation of China's coal enterprises,the enterprises' strategic objectives,profit drivers and the final financial results,establishing a scientific consolidated performance evaluation system,which adapts restructuring and development coal enterprises and taking EVA as the core,BSC as the framework,and thus evaluate coal enterprises' performance comprehensively and objectively,guiding the scientific and successful transformation of coal enterprises,promoting comprehensive,coordinated and sustainable development,and finally maximizing enterprise value.
