With the rapid development of China’s economics, China is opening to the outside world. Bank as an important part of financial institution, facing to the opportunity and competition which has increased day by day. At the same time, our country’s financial system has also further deepen the reform, such as advancing market of interest rates and implementing the deposit insurance system, etc. In the face of intense and complicated environment, commercial Banks need to change management concept to adapt to the market situation timely. The state-owned Banks are the main part of our commercial bank, they are also the lifeblood of the economy in our country. Therefore, the state-owned banks have to improve their market competitiveness to meet the rapid rise of challenge which small and medium-sized Banks brings to the market. Banks in order to gain a part in the market, they need to combine their own actual situation formulation development strategic target, and perfecting the management mechanism. Performance management is part of managing and employment in a process of achieving an organization’s strategic objectives, establishing advanced performance appraisal system can improve the core competitiveness of Banks. The balanced score card is a kind of advanced performance appraisal methods, through the financial, customer, internal processes and learning.These four dimensions analysis of both short-term goals and long-term goals,giving full consideration to the long-term interests of the bank.This article will set forth N branch of agricultural bank of China as a case study,telling the performance appraisal of the relevant theory and on the related research of the balanced scorecard, and then introduce N branch’s operating conditions,performance appraisal status and existing problems. The proposed building is given priority to the balanced scorecard. The key performance indicators of performance appraisal system, analysis the necessity and feasibility of using the balanced score card in bank, after all the levels have to set the weights of evaluation indexes of performance evaluation. Finally, the paper puts forward the N branches problems and requiring attention in the concrete implementation process, making the case bank performance appraisal system constantly optimized, in order to achieve effective performance management.
