We can get the conclusion: "If you can't measure it, you can't manage it."Enterprise operating performance evaluation is one of the most popular issues in theenterprise and academic fields of management, which has been always attracting the hotattention of the managers and theorist, in which the core elements is the selection of theevaluation frame and the evaluation index of performance. The system of Enterprise operating performance evaluation has generally gonethrough three phases, which are cost performance evaluation, financial performanceevaluation, strategic performance evaluation. The balance scored board presents acomprehensive, balanced and cycled development enterprise performance evaluationmodel mainly in the finance, customer, internal process and learning & innovationaspects, which is based on the strategy. This theory deserved as the most importantmanagement practices of the past 75 years according to the most popular business journal-《Harvard Business Review》. This paper applies the BSC to the strategic management on the basis of systemperspective, which perfect the enterprise performance evaluation based on the BSC.Firstly, this paper explain the two challenges faced with BSC, which are integration andlogic relationship of the four boards and the relationship between BSC and strategythrough deeply analyzing;Furthermore, it constructs a comprehensive enterpriseperformance evaluation model involved in the performance keeping factor, concludes theprinciples and steps of applying the model;Finally, it strength the enterprise performanceevaluation system by concrete business case.
