With the advance of urbanization,construction industry has been and will be the pillar industry of national economy for a long time.However,due to the constant upgrade and adjustment of national industry structure,the growth of building industry has slowed down.In order to realize continuous profit,construction industry must get rid of its former extensive management,promote performance,set up corporation culture,keep paces with policy change and thus avoid being driven out of the market.Under such circumstances,enterprises have a pressing need for a complete set of performance evaluation system which could take into account all the financial and non-financial factors,and balance their short-term action with long-term strategy.It can provide enterprises with an unassailably favorable position in the increasingly fiercer market competition,and Balanced Scorecard is such an evaluation system.This article uses the relative theories of Balanced Scorecard,and constructs its system with Construction Company Z as a study case.It uses questionnaire survey,symposium and other methods to analyze enterprises' short-term and long-haul strategies,and selects Key Performance Indicator(KPI)as the specific indicators based on enterprise strategy,from security and environment perspective of five dimensions,namely finance,client,internal process,learning and growth,and innovation,neatly arranged in two levels,enterprise level and project department level.By using analytic hierarchy process(AHP),it works out the weight and score of each Indicators,thus coming up with the Balanced Scorecard of project department and enterprise levels.Then,it proposes major action plan according to Balanced Scorecard of project department level.At last,it suggests some safeguard measures to ensure the successful implementation of Balanced Scorecard.This article aims to provides a Balanced Scorecard-based evaluation system specially tailored for the actual situation and organization structure of Construction Company Z,to arouse its managers' awareness and attention on talents,information,client service,enterprise culture and other non-financial factors,which are greatly beneficial for its sustainable development and strategy achievement.The author hopes this article could provide some theoretical or practical reference for the performance evaluation of domestic enterprises,especially serving as a comparatively complete foundation and model for the establishment of enterprise performance evaluation system among building companies like Construction Company Z.
