| Under the background of the strategy of rural revitalization,the new-type agricultural operation subject,as the leading force of agricultural revitalization,is developing rapidly.The family farm,one of the new-type agricultural operation subjects,conforms to the new situation of agricultural modernization development and is an important carrier between small farmers and large markets.Since the first appearance of family farms in the No.1central document in 2013,the Inner Mongolia Autonomous Region has made some achievements in exploring new agricultural management entities such as family farms and ranches.In 2017,No.1 central document emphasized that we should actively develop appropriate scale economic organizations and support the family farms with appropriate scale.Moderate scale operation is an inevitable choice for the development of modern agriculture.However,in the process of family farm development,there is no unified standard and answer for how to determine the appropriate scale and the factors affecting the moderate scale operation.Taking Tongliao City as an example,this paper analyzes the actual survey data of its family farm,and determines the short-term and long-term moderate scale of family farm through the actual survey data of Inner Mongolia Tongliao City and other family farm.Based on the theory of opportunity cost and the calculation method of income equalization,this paper analyzes the short-term and long-term moderate scale range of family farms in Tongliao City.The minimum short-term moderate scale value of family farms mainly engaged in corn planting in Tongliao City is 136.01 mu,and the minimum long-term moderate scale value is 224.42 mu;and the family mainly engaged in mutton sheep breeding is 224.42 mu The minimum of the short-term moderate scale is359,the minimum of the long-term moderate scale is 593,the minimum of the short-term moderate scale is 27 and the minimum of the long-term moderate scale is 79."Moderate scale" is also a relatively dynamic concept.With the difference of social economic level,productivity level,production environment,characteristics of crops and livestock,the scale of moderate management is not the same.Based on the factors of land circulation,financing channels,socialized service system and human capital in the development process of Inner Mongolia family farm,this paper puts forward the Countermeasures for establishing the most suitable scale of operation of Farm: first,improving the land circulation system and reasonably guiding the land circulation;second,Improving the financial service system and increasing the support;third,improving the socialized agricultural service The fourth is to improve the comprehensive quality of labor force. |
