Research On The Reform Of “Three Rights Division” In Jilin Province's Farmland Under The Background Of Rural Revitalization

“Three rights division” is another major theoretical innovation in the reform of the agricultural land system in China.Research on “three rights division” has also become a hot issue in the current three rural issues.As a major agricultural province and an important commercial grain production base in China,agriculture in Jilin Province bears the important mission of ensuring national food security.The land system,as a basic system among various rural systems,is of great importance to agricultural production.Therefore,it is necessary to study the current situation and performance of the “three rights division” reform of agricultural land in Jilin Province.The report of the 19 th National Congress of 2017 proposed to implement the strategy of rural revitalization,and this year Jilin Province also basically completed the work of registration and certification of agricultural land.On the one hand,under the background of the Party Central Committee's strategy for revitalizing the countryside,the next task of Jilin Province's “three rights division” reform of agricultural land is to cultivate new management entities and promote intensive land production to promote the widespread application of modern agricultural technology.Promote moderate scale operation of agriculture;On the other hand,moderate-scale agricultural operations are conducive to the realization of modern production methods and management methods,forming a high-quality and efficient modern agricultural product system,coupled with the stable implementation of collective ownership and contracting rights of farmers under the “three rights division”,contribute to the improvement of rural governance capacity,the realization of industrial prosperity and increase of farmers' income.The 20-character general policy of the rural revitalization strategy is also based on the issue of rural agricultural farmers.It can be said that this coincides with the ultimate goal of the “three rights division” reform of agricultural land.The current stage of reform is an important support for achieving this goal.Therefore,under the guidance of the rural revitalization strategy,this paper analyzes the “three rights division” reform of agricultural land in Jilin Province,combing the existing problems in the development of agricultural modernization industry in Jilin Province,and using the factor analysis method to evaluate the effects of moderate agricultural scale operation in Jilin Province from 2003 to 17.On this basis,we draw on the successful experience of reforms in other provinces and put forward countermeasures and suggestions.
