In recent years,with the development of urbanization process,people's demand for housing level has been increasing,but the high price of housing makes more and more people turn to housing lease,and the traditional concept of "paying more attention to purchase than to lease" is gradually broken.In the report of the 19 th National Congress of the Communist Party of China,it is proposed to "accelerate the establishment of a housing system with multi-agent supply,multi-channel security,and rent and purchase simultaneously",and vigorously cultivate and develop the housing rental market.However,at present,the housing rental market in Zhengzhou is in its infancy,and there are some problems,such as single supply structure,prominent structural contradictions in rental housing,and difficult to standardize the management of rental market.This is because the housing leasing only works from the supply end,the supply subject blindly enters the housing leasing market,and the policy-making fails to fully consider the wishes and demands of each supply subject,resulting in the insufficient effective supply of the housing leasing market and the frequent occurrence of leasing chaos.Therefore,we should fully understand the willingness of the supply subjects,find out the positive and negative factors that affect their access to the housing rental market,and fundamentally solve these problems,so as to realize the establishment of diversified supply system in Zhengzhou and promote the development and improvement of the housing rental market in Zhengzhou.According to the main supply types of rental housing,this paper divides the supply subjects of Zhengzhou housing rental market into three categories,namely,individual landlords,housing rental agencies and the government.First,the questionnaire survey is used to analyze the factors that affect the supply willingness of the private housing rental providers.Through the logistic analysis of the survey data through spass19.0,the age,education level,the lessee's transformation of the rental housing,the improvement of the housing rental platform,the complexity of the rental record procedures,and the rental market are obtained The strict degree of field supervision,the support degree of rental tax policy and other factors will have a positive impact on the private housing rental providers,while the participation of rental agencies and the understanding of rental policy will have a negative impact on their willingness to supply;secondly,for rental agencies,interview forms are used to understand the impact of capital return,operational risk,service level and industry competitiveness The main factors that affect its access to the housing rental market;thirdly,the supply willingness of government guaranteed housing is in the form of interviews.Through interviews with relevant staff of the Housing Authority,it is learned that the operation of the real estate market,the supply capacity of the government itself,the participation of social forces and the demand of residents for guaranteed housing are the main factors that affect the supply of guaranteed housing.On this basis,this paper further analyzes the development characteristics of the mature housing rental market in foreign countries,and draws on the experience of different development models in different countries.Based on the above analysis,the paper puts forward the path choice for the development of Zhengzhou housing rental market: first,strengthen the supervision of the market in many ways to stabilize the supply of private housing rental;second,guide the new mode of rental and promote the supply of institutional rental housing;third,build a multi-level rental product system to improve the supply of government guaranteed housing.
