The Public Rental Housing System Of Zhengzhou City

Housing is the basic elements of human survival and development,"Living in habitat" which is representation of Chinese cultural tradition, is also an important issue of improving people’s livelihood. But in recent years, new employment population and migrant workers are not in entrance criteria of low-cost housing, meanwhile they also can’t afford to buy a commercial house because of their economic conditions, housing problem of them has become increasingly problematic with surging house prices. Public rental housing system was promoted as a new housing security system by the government to solve this kind of problem.As to solve housing problems in "sandwich floor"(low-income families, including in the security line, but unable to buy commercial housing market), Public rental housing is belonged to government or public bodies rather than individual, it is leased to new graduates, migrant workers, and other new employed people.Zhengzhou, as a city of densely populated and lacking resource, urban residents average income in this city is not high. How to solve housing problem of the low and the middle income families becomes an important subject to evaluate governance capability. Meanwhile as the capital of Henan Province, more jobs have to be provided to alleviate employment pressure. to improve housing problem of new employment population and migrant workers is another important topic of people’s wellbeing for the government to solve. This is also the research purpose and significance of this study.Through case studies and targeted research on Zhengzhou City Public rental housing policy. Analysis of domestic practice in a particular city is small, so the innovation of this paper is that as the research object, in order to explore specific urban public rental housing development path to the status of the Zhengzhou City Public rental housing policy. This study reflects the actual situation of Zhengzhou City, and then explore the current situation and development of public rental housing in Zhengzhou City, through the existing public rental housing system in Zhengzhou City, parse, and put forward countermeasures and suggestions of the targeted hope that can provide a useful reference for the development of public rental housing in Zhengzhou City.
