Since the No.2government document released by Guangzhou City on February19th,2005, with these8years’ hard working, Guangzhou has established a set of rental propertymanagement authority consisted of city government, central law council, local government ofeach street or town and each government functional division, and also, Guangzhou has built alarge team of rental property management, who provide management for rental property andservice for owners and renter. For the rental management, Guangzhou city government showsthe thinking of using house to manage renter. Indeed, the final aim of rental propertymanagement is managing the flowing population well, for most of them will use rentalhousing, so managing rental housing is managing the flowing population well. To establishthe connection between renter and property, it needs to be through the relationship of renting.The population is flowing, it is hard to know the renter’s trends; and the rental housing isstable, if connecting the renter and housing, we can know the trends of flowing population ina way. Based on this background, Bureau Land Resources and Housing Management ofGuangzhou have established a management system focusing on registration of the rentalcontract. With analyzing the current statement of property rental management in Nansha, thisessay will evaluate the effect of rental management and existing problems, and finallypropose some suggestions.This essay focus on the property rental management, including these items, like conceptand relationship between rental management and property rental management, the role ofgovernment in rental management under the necessary of housing rental management, thepattern of common participation of each government functional division in the rentalmanagement practice, and how to avoid the disadvantages of long management by manyfunctional divisions, and changing the thinking of management to explore service rentalmanaging pattern, at the meantime, using this pattern to build the healthy development ofproperty rental market, and finally, based on the real situation of Nansha district, especiallythe particularity of city and countryside dual structure, to find the solution of Nansha districthousing rental management system. Meanwhile, taking account the real statement of housingrental management in Nansha district, we will make summary of the problems encountered in practice, and combine the city management theory and service government theory to explorethe new idea of the development of property rental management working.
