With the acceleration of urbanization,a large number of people have flooded into cities.A single housing transaction market has been unable to satisfy people's housing needs.The housing rental market has become a key target for the government.Whether it is from the perspective of perfecting China's housing research academic point of view or serving the relevant housing policy issues,we must grasp its characteristics,study and judge its development potential and limitations.However,due to the lack of management in the previous period,China's housing leasing market has many defects.The regulation and management of the housing leasing market in China is of great significance to the housing market in China.The housing rental market itself has great potential for development,but due to some management omissions,there are many problems.The private rental market is mainly caused by the invisible resistance caused by the unfavorable supervision,the serious phenomenon of illegal renting etc.Public rental housing is mainly caused by problems such as tight land supply and the lack of regulatory issues due to lack of attention.The existence of these problems,the government must be carried out on the housing rental market regulation.Currently,the government's main regulatory tools include economic regulation tools and social regulation tools,which regulate the access of industry and security person,the price and quality of public rental housing,the exit of guaranteed person,and consumer protection.However,in the process of regulation,there are still problems such as inadequate regulation legislation,inadequate regulation implementation,negative externalities arising from the game between central government and local government,and unreasonable use of regulatory tools.After researching the housing rental market in the United States and Germany,it was found that a healthy market should be supported by a sound legal system and supporting incentive policies.Both governments have protected the interests of disadvantaged tenants,regulated the behavior of lessor's superiority,and regulated house rents when necessary.Only by protecting the rights and interests of the parties to the lease and providing reasonable subsidies,can the problem of supply and demand imbalances be resolved.Based on this,the top priority of our government is to establish and improve the laws and regulations of the housing rental market,introduce a special housing security law,so that all the parties involved the housing rental market to fallow;enhance the support of the housing rental market policy,increase the enforcement of regulations on the housing leasing market housing;a special administrative agency should also be set up to facilitate the supervision of the housing rental market;define the boundaries of the responsibilities of the central and local governments,if we want to achieve“Equal development of renting and buying",we must first make“Equal rights as renting and buying”.At the same time,we must be good at using incentive regulation tools to improve the support of housing leasing market policies and strengthen the use of social regulatory tools.In this way,people can abandon the traditional concept of buying better than renting and voluntarily participate in the construction of the housing rental market.
