Under the background of overall deepening reformation and the new state of economy development,the China Electric Power Industry development is walking into a critical process of tremendous transformation.The state government promulgated a series of policy documents to increase the determination and intensity of the implementation of the general contracting mode.Therefore,adapting actively,putting into effet of general contracting mode has become the primary trend and inevitable choice for enterprises to base themselves upon domestic and foreign country power engineering construction project market.Whether a project will success or fail depends on a great extent of the individual capability level of the project team.In the meantime,the human resources of the general contracting project have the characteristics of strong mobility,short cycle,unpredictable complexity and strong team collaboration.It is becoming even more difficult to staffing,which has a great influence on the improvement of project management level of general contracting.This paper combines the actual human resource management practices of enterprises and engineering projects,through questionnaire survey and case analysis,using the principal component analysis method of SPSS22.0 software to find out the existing problems in the current human resource allocation and analyze the causes of the problems.By constructing the project management personnel competency model,feasible countermeasures are proposed from the aspects of personnel selection,assessment,training,incentives,etc.,to achieve the matching of personnel and posts,so that the talents of employees can be fully explored and displayed,mobilize and exert their own potential,and transform create economic and social benefits for the project in order to achieve efficient productivity with the goals of the general contracting project.
